The Council of Europe’s Committee on Artificial Intelligence (CAI) held its second meeting on 21–22 September 2022 to advance its work on artificial intelligence (AI) and human rights. CAI is tasked, among other issues, with ‘conducting work to elaborate an appropriate legal framework on the development, design, and application of AI, based on the Council of Europe’s standards on human rights, democracy and the rule of law, and conducive to innovation’. During the meeting, members of the council held a first exchange of views on the Zero Draft [Framework] Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law (the text is not publicly available). Discussions will continue at the CAI’s next meeting in January 2023.
