The International Telecommunication Union (ITU) released the third edition of its flagship publication, Digital Skills Insights 2019 (previously called ‘Capacity Building in a Changing ICT Environment’), which tackles the impact of digital transformation on capacity and skills development through eight scholarly articles from international experts. The articles draw on an array of relevant topics from artificial intelligence (AI) to the Internet of things, (IoT), big data, telecommunication regulatory issues, smart cities/societies, digital competencies, open-source learning, and intellectual property rights. ‘Capacity building is a cross-cutting issue, and it is critical for the achievement of all Sustainable Development Goals . The articles are to contribute to the ongoing global discussions on how we can bring technology closer to people,’ stated ITU Secretary-General Houlin Zhao. The publication provides some food for thought conclusions pertaining to the human context of key technological changes and the opportunities presented by such technologies to young people which are critical to the sustainable development agenda.
